California DoJ background check for the initial CCW
According to a number of law enforcement agencies, the current wait for the backgound check to complete is 6 weeks to 6 month. This is the amount of time you will have to wait after you submitted the CCW application and did the fingerprinting. During that time you cannot carry/transport your concealed firearm in public/vehicle, unless it is unloaded and locked in a container. This is for the initial application only.

- The number of concealed handgun permits is increasing at an ever- increasing rate. Over the past year, 1.7 million additional new permits have been issued – a 15.4% increase in just one single year. This is the largest ever single-year increase in the number of concealed handgun permits.
- 5.2% of the total adult population has a permit.
- Five states now have more than 10% of their adult population with concealed handgun permits.
- In ten states, a permit is no longer required to carry in all or virtually all of the state. This is a major reason why legal carrying handguns is growing so much faster than the number of permits.
- Since 2007, permits for women has increased by 270% and for men by 156%.
- Some evidence suggests that permit holding by minorities is increasing more than twice as fast as for whites.
- Between 2007 and 2014, murder rates have fallen from 5.6 to 4.2 (preliminary estimates) per 100,000. This represents a 25% drop in the murder rate at the same time that the percentage of the adult population with permits soared by 156%. Overall violent crime also fell by 25 percent over that period of time.
- States with the largest increase in permits have seen the largest relative drops in murder rates. Concealed handgun permit holders are extremely law-abiding. In Florida and Texas, permit holders are convicted of misdemeanors or felonies at one-sixth the rate that police officers are convicted.

- The actual physical confrontation
The criminal consequences and
The civil consequences.
The physical confrontation is avoidable to some degree by awareness of your environment and the choices that mitigate a chance of confrontation. Awareness about your surroundings is probably the most effective way of preventing a violent attack. It gives you the advantage of a shortened reaction time, the possibility to retreat and it sets you up with the most advantages for any legal challenges of your actions.
If you are forced to use lethal force to defend yourself and your loved ones, there is only one successful recipe, decent training and the will to win this fight, commonly also called combat mentality. This can be achieved through many avenues, supervised training, competitions and regular practice. The training should be part of your weekly/monthly schedule.
We are offering, for example, affordable weekly evening 2h skill builder courses that are supervised by one of our instructors. These courses should give you enough background to practice on your own both with an unloaded firearm or on a live fire range.
Problems 2 and 3 have been a bit of a step child in our program. We know and teach the criminal and civil consequences of a lethal force confrontation but other than generally outlining what attorneys to choose to defend yourself in an affirmative action case, we left that choice to the student to follow up.

The Distinguishing Differences
Ease of mind, when carrying a firearm is an important feature. For a normal civilian that is not involved in law enforcement or other firearms related business, there are already too many factors to consider when carrying a concealed firearm. Training can alleviate some of the factors related to handling the firearm and identifying a threat that warrants the use of lethal force. The safe application of lethal force (safe for the innocent bystanders) can to some extend be trained. But the last nagging factor, the criminal and civil defense of the use of lethal force remains. In a fight that involves lethal force (firearm or any other weapon), the victim of the attack does not gain anything, he or she only keeps what was there prior to the attack, their life. Assuming that lethal force is only used in the circumstances that warrant the use, the criminal phase of the incident should proceed with minimal attorney involvement but the big threat is the civil liability. Even in a totally justified application of lethal force the victim can expect to be sued in a civil court by the grieving family of the attacker or the injured attacker him/herself. The process typically proceeds as a contingency law suit in which the attacker pays minimal fees to file the claim and the attorney gets paid out of the settlement or judgment against the victim that defended him/herself successfully. In order to defend against this civil suit and to raise a civil suit against the attacker the victim must pay an attorney, because in the victims case, there is no contingency.

A Word About Gun Safety
If you have, or are considering having a firearm in your house, there is nothing more important than knowing how to safely handle it.
The NRA teaches 3 major safety rules, that are pretty much the foundation of safe gun handling:
- ALWAYS keep the gun pointed in a safe direction
- ALWAYS keep your finger off the trigger until ready to shoot
- ALWAYS keep the gun unloaded until ready to use
For these rules to make sense you need a minimal knowledge of the terminology used around firearms.
You point the muzzle of the firearm in a safe direction. The trigger is the device that makes the gun fire a shot and the magazine on a semi-automatic pistol contains the ammunition, or the cylinder on a revolver. When you unload a semi-automatic pistol, always take the magazine out first, then unload the chamber (attached to the barrel) by racking the slide backwards until it ejects the round.
When you are carrying a firearm in public (e.g. after you received your CCW permit, because anything else in pretty much illegal in California) there is a 4th rule that you must pay attention to:
4. ALWAYS be conscious of what is behind your target or about to get in front of your target
Yes, you are not on the shooting range anymore, you are in public and should you have to use your firearm and fire a bullet, it is not going to be stopped by the berm or bullet trap of the range, it will keep going until it finds something expensive and it has your name attached for the damage. Bullets do over-penetrate (go through a target) and considering the Adrenalin stress and lack of training, you might actually miss your target. Bad form!
Missing your target can only be fixed with proper training and practice.
Over-penetrating bullets (typically round nose bullets) can be replaced with hollow points or other type of bullets, except in San Francisco where those bullets are illegal.
